According to the India Meteorological Department (IMD) several parts of India received rainfall over the past few days. The weather department has further added that isolated extremely heavy rainfall is likely over Uttarakhand during the next two days and decrease thereafter.

Himachal Pradesh, Punjab, Haryana, Chandigarh, Uttar Pradesh, Bihar, Sub Himalayan West Bengal and Sikkim are also likely to witness similar weather conditions. Isolated heavy rainfall is likely to continue over northeast India during the next five days. Meanwhile, an increase in rainfall activity is predicted over East and Central India from August 16.

Considering the appeals of the candidates, Telangana Chief Minister K. Chandrasekhar Rao had earlier ordered to reschedule the exam. Chief Secretary Santhi Kumari then conducted a meeting with TSPSC chairman and secretary and decided to postpone the exam to November.

The Telangana High Court on Friday issued a directive to the TSPSC to clarify whether it intends to reschedule the Group-II Examination, currently slated for August 29 and 30. The Commission was directed to take a decision and communicate the same to the High Court by August 14.
The court’s direction came on petitions filed by some aspirants.

The court was told that the TSPSC has chosen to hold this important exam during a time when there are nine other competitive examinations, including Central Government notifications, scheduled to occur both before and after the Group II examination.

The counsel for the petitioners had argued that allowing the Group-II aspirants a reasonable amount of time to prepare for the exam would greatly benefit the more than 5.5 lakh students across the state. He emphasized that this is the first Group-II examination notification issued in the past decade, and all candidates are eager to make the most of this opportunity.

Hundreds of aspirants had staged a protest at the office of the TSPSC on August 10,demanding that the Group-II recruitment exam be postponed.

The candidates said they are unable to appear in two exams in a month. Gurukul Board exams are being conducted from August 1 to August 23. Since the syllabus for both the exams is different, the candidates say that they don’t have sufficient time to prepare for the Group-II exam.

The candidates also say that the syllabus for Group-II third paper (economics) was increased by 70 per cent, further adding to the burden of studies. Stating that they were unable to prepare for the exams for the last three months due to paper leakage that rocked TSPSC, the candidates demanded that the exams be postponed for at least three months.

The TSPSC had notified 783 Group–II posts for which a total of 5,51,943 candidates have applied.

This is in an effort to reduce student stress and improve their mental health. The new evaluation system will focus more on continuous assessment and projects, rather than a heavy emphasis on exams. This is expected to give students more flexibility and reduce the pressure they feel to perform well on a single exam, a report in news agency PTI said.

Relief For Students

The decision to drop a set of mid-semester exams is also a significant step towards reducing student stress. Mid-semester exams can add to the workload and pressure that students already feel, and they can also be a source of anxiety for students who are struggling with their studies.

“Now there will be two sets of exams besides routine evaluations” Director Announces

“Earlier we used to have two sets of exams during a semester, final exams at the end of each semester and several continuous evaluation mechanisms. We conducted an internal survey and based on feedback from all students and faculty, we have decided to drop one set of exams. So, now there will be two sets of exams besides routine evaluations,” Director Rangan Banerjee told PTI in an interview.

“We felt that the exam calendar was too packed and hence decided to reduce student burden and stress. The decision has also been approved by the Senate and will be implemented from the ongoing semester. A maximum cap of 80 per cent weightage has been kept for the two examinations,” he added.

Rising Cases of Student Suicides

Focusing on the rising cases of student suicides, Banerjee said, “Students in IITs come through an extremely competitive process, they have come into a classroom where there are so many people who are very intelligent…We have to be able to tell people how to cope with failure…this is something we are focusing on.

“We have expanded our counselling set up, we have students as well as professional counsellors in our hostels. We want to track students whose performance is deteriorating so they can be mentored accordingly,” he said.

The hope is that these changes will help to improve the mental health of students at IIT Delhi and make the university a more supportive environment for learning.

The exams are now scheduled to begin on August 16, 2023 and will run through August 18, 2023. The first paper is of the English subject and the Computer Science and Agriculture exams will be held on August 18.

These exams are being conducted in two shifts, one begins at 2 PM and goes on till 4:30 PM while the other shift also starts at 2 PM but ends at 5 PM. All candidates are required to carry a valid admit card and a scanned photo to sit for the exam; please note that calculators and mobile phones are not allowed in the examination hall. Students with disabilities will be given extra 20 minutes per hour by the board, in order to complete their paper.

Exams Postponed Because Of The Nuh Violence

The exams were supposed to be conducted on August 1 and August 2 but as mentioned earlier, they were postponed because of the Nuh Violence. This decision was announced via a notification, by HSBE Chairman, VP Yadav and the Secretary, Krishna Kumar. The official statement for the same read that the Secondary (Educational) and D.El.Ed (1st and 2nd year) examinations scheduled for July 2023 by the HSBE, have been postponed because of the Nuh Violence. It also read that the exams that were to be held on August 1 and 2, have been suspended and the new dates will be notified soon.

Nuh Violence was triggered when a Vishwa Hindu Parishad (VHP) protest was attacked by a mob killing five people; this led to communal tension in the district that took an ugly shape. Protests were being held in Delhi also and schools had been shut by the government.

Advantages Of Being Granted Category-1 Autonomy Status

If the UGC grants Category-1 Autonomy Status to a university, it means that the institution may now initiate new curriculum for different courses, set up off-campus locations, research parks or innovation centres and also engage foreign professors, without the requirement of the UGC’s approval.

Category-1 Autonomy Status universities are also free to admit more foreign students as compared to domestic ones and have the freedom to fix and charge whatever fees they deem right, from these foreign students, without any restrictions. The universities also have the freedom to engage more with international institutions and open remote learning courses, without worrying about the approval.

Category-1 Status: Eligibility Criteria

The University Grants Commission has put forth certain conditions that must be met or fulfilled by a university who wishes to be granted the Category-1 Autonomy Status. The eligibility criteria for the same is as follows:

  • The university must be accredited a score of 3.51 or more by the National Assessment and Accreditation Council (NAAC).
  • Prestigious world rankings for colleges like Times Higher Education and QS Rating must feature the university among their top 500 colleges list.
  • The university should have a comparable accreditation core from a reputed accreditation organisation appointed by the UGC.

University of Delhi has been granted this status because it fulfils all the above mentioned conditions; its NAAC Score is very high and it has been ranked 407 in the QS World University Rankings 2024. During the Academic Council meeting held, a lot of members were against the university getting this status because they believed it would make education more expensive and thus difficult for students belonging to underprivileged families. However, these concerns were dismissed as DU South Campus Director said that this status will not make a big difference to the fee structure.

The Vice Chancellor (VC) of the University of Delhi, Yogesh Singh has announced in a meeting, that a DU East Delhi Campus will come up in Surajmal Vihar and a new college will be set up in Najafgarh.

DU VC Yogesh Singh Announces East Delhi Campus

The announcement for the University of Delhi East Campus, was done by Mr. Yogesh Singh during a Delhi University’s Academic Council meeting. The Vice Chancellor has said that DU has 12 acres of land in Surajmal Vihar which will be developed into an academic complex with the help of the Higher Education Financing Agency (HEFA).

Delhi University South Campus Director Confirms These Details

PTI was informed by the Director of Delhi University South Campus, Mr. Prakash Singh that the whole of 12 acres will not be used for the campus, the work will start on a portion of the total land and this complex will be set up in the next two years. It was also informed that the loan is under process and the money will be given by HEFA.

Syllabi For Various Courses Approved

The Academic Council meeting was held on Friday and was presided by the Vice Chancellor himself. In this meeting, the council also approved the syllabi of the fourth, fifth and sixth semesters under the Faculty of Science, in the various departments and colleges on the basis of the Undergraduate Curriculum Framework, 2022 (UGCF-2022).

The syllabus for the sixth semester of Department of Science under Faculty of Mathematical Sciences and the sixth semester of the Cluster Innovation Center was also approved on the basis of UGCF-2022; the latter had some minor changes. Syllabi for Semester five and six of the School of Journalism under UGCF-2022 was also given a nod by the members of the meeting.

The Vice Chancellor informed everyone present in the meeting that the Bar Council of India (BCI) has approved the five year integrated LLB Course and the syllabus for the same was also finalised and approved by the Academic Council.

During this meeting, after initial opposition by a few members, the University Grants Commission’s (UGC) letter for granting ‘Category-I University’ status to the Delhi University was also approved. The members opposing it believed that this will make higher education costlier and more unapproachable and difficult for the economically challenged and underprivileged sections of the society.

These reasons had been rejected with the counter that the fee structure will not see a lot of change and the autonomy will allow the university to introduce more courses.

The Union Minister informed that this was considered by the Department of Personnel and Training, on the basis of the judgements passed by the Supreme Court of India in writ petitions filed by some CSE candidates and the views expressed by the department-related Parliamentary Standing Committee.

The AFCAT exam, which is being conducted by the IAF, is scheduled from 25 to 27 August, 2023 and will be held in two shifts of two hours each. AFCAT 2023 Exam Pattern 

AFCAT 2 Question Paper shall have questions from topics around general awareness, numerical ability, reasoning, military aptitude tests and English verbal ability. The paper is of 300 marks and there will be a total of 100 questions. Remember that candidates shall not be allowed to enter the examination centre after 8 AM for the first shift and after 1 PM for the second shift.

To get selected for the Indian Air Force, the candidates are expected to qualify a three-stage process which involves and online examination/EKT (for the technical students), an AFSB interview and a medical test. To qualify all the rounds, you are expected to be mentally and physically fit.

IAF AFCAT 2: Check Eligibility 

In order to apply for the IAF AFCAT 2 exam, the age limit for the Flying Branch is 20 to 24 years, on 1st July, 2024; candidates must be born between 2 July, 2000 and 1 July, 2004 where both these dates are included. For candidates having a valid and current commercial pilot license by DGCA, the upper age limit can be relaxed up to 26 years.
