Giving details, a senior official said the suspect, identified as Pooja, a friend of the victim’s parents– came to her house on Thursday when the boy was home alone and murdered him.

The matter came to light after the boy’s teacher called his mother and informed her that the boy did not come to his class, Deputy Commissioner of Police (west) Vichitra Veer told news agency PTI. The officer added that the police received information about the boy death at around 8: 30 PM on late Thursday evening.

“On Thursday around 8.30 pm, police received information from BLK Hospital about a boy who was brought dead to the hospital and had strangulation marks on his neck,” the DCP said, adding that initial investigations have revealed that known to the boy’s family and had even visited their house in the past. However, she was involved in some sort of feud with the child’s parents.

In her statement to the police, the slain child’s mother said: ”
“I was returning home from my office when I received a call from my son’s teacher that he did not come to the class. When I reached the home, I found it was locked from the outside. I opened the lock, went inside and saw that the whole house was ransacked and some items were lying on the bed.”

The woman searched the house for her son and noticed that the mattress on the bed was not in place. When she opened the bed box, she found her son lying lifeless inside it, police said.

She rushed her son to the hospital where he was declared dead, they said.

According to police, the boy’s parents Jitender and Neelu had been living separately for some time. Pooja came to the woman’s house when she was not there. She stayed there for a while and left after some time.

Neelu, in her statement, said, “I called my husband and informed him about it. Meanwhile, he received a call from a woman who threatened him.”

A murder case has been registered at Inderpuri police station and the body has been sent to RML Hospital for post-mortem, the DCP said.

L-G Extends Ban On Tobacco Products In Delhi. Details Inside https://www.india.com/news/delhi/l-g-extends-ban-on-tobacco-products-in-delhi-details-inside-6219086/ Thu, 10 Aug 2023 13:34:27 +0000 https://www.india.com/?p=6219086 New Delhi: Delhi Lieutenant Governor V K Saxena has extended the ban on the manufacture and sale of tobacco products, including gutkha and paan masala, in Delhi for a further period of one year, Raj Niwas officials said on Thursday.

The Lt Governor said tobacco products are now affecting children and youngsters and this menace should be contained for the future generation, they said.

He stressed that the notification needs to be enforced strictly and no lackadaisical attitude towards its enforcement in the city will be tolerated.

“The Lt Governor, while invoking his powers provided under Article 239 AA (4) of the Constitution of India, has issued these orders banning tobacco products, (Gutkha/Paan Masala) giving utmost importance to the issue of public health and in light of rising number of oral cancer cases in the capital,” an official said.

Article 239AA pertains to special provisions with respect to Delhi.

The Ministry of Health and Family Welfare, government of India, under the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011, has prohibited and restricted sale of products containing tobacco and nicotine to be used as ingredients in any food products.

The Food Safety Department of the Delhi government will issue a notification extending the ban soon, following approval by the LG, the official said.

“This move will prohibit the manufacture, storage, distribution and sale of tobacco (flavoured, scented or mixed with any addictive) and going by the name or form of Gutka, Paan Masala, flavoured/scented tobacco, Kharra or otherwise by whosoever,” he said.

These banned products include packed or unpacked tobacco products and it will remain enforced for further one year, the official added.

In April this year, the Delhi High Court had also affirmed a ban imposed by the food safety commissioner on manufacture, storage and sale of gutka, paan masala, flavoured tobacco and similar products in the national capital, he said.

It had also set aside a September 2022 decision of a single judge of the High Court quashing the ban and allowed the appeals filed by the Centre and Delhi government against it and dismissed the objections raised by entities in tobacco business against the prohibition notifications issued earlier from 2015 till 2021, the official said.

Man Kills Wife He Bought For Rs 70,000 For Her ‘Behaviour’; Dumps Body In Delhi’s Fatehpur Beri Forest https://www.india.com/news/delhi/man-kills-wife-he-bought-for-rs-70000-dumps-body-in-delhis-fatehpur-beri-forest-6217854/ Thu, 10 Aug 2023 06:27:55 +0000 https://www.india.com/?p=6217854 New Delhi: A man allegedly strangled his wife whom he married after reportedly buying her for Rs 70,000 as he was unhappy with her “behaviour” and dumped her body in a forest area in southwest Delhi’s Fatehpur Beri. The police have arrested the accused husband, Dharamveer along with two of this accomplices, Arum and Satyavan for helping him in the crime.  The case came to light when a passerby spotted a woman’s body in a forest near the Jheel Khurd border in Fatehpur Beri on Saturday and informed the police, news agency PTI reported, quoting police officials.

Police launched an investigation into the case and through technical and manual surveillance, the movement of an autorickshaw at around 1.40 am on Saturday was found suspicious, Deputy Commissioner of Police (South) Chandan Chowdhary said. Following this the route of the autorickshaw was tracked and its registration number identified. Its driver Arun, a resident of Chhatarpur, was apprehended near Gadaipur Band road.

Reportedly, on the day of murder, the three accompanied the woman on the pretext of dropping her off at the railway station. They took her near the Haryana border and strangled her. Arun identified the deceased as Sweety, the wife of Dharamveer. He confessed that he and his brother-in-laws Dharamveer and Satyavan, both residents of Nangloi, killed Sweety by strangulation near Haryana border and threw the body in the forest, the police officer said.

The driver told the police that he was aware of the topography of the area and the accused chose the forest area for the commission of crime and the disposal of the body, she said.

Arun said Dharamveer was not happy with the behaviour of his wife because she often eloped from her house for months without any information. He also revealed that nobody knows about the parents or the family background of the victim as Dharamveer had married her by paying Rs 70,000 to a woman, the DCP said.

The accused told that Sweety never talked about her parents or family members. She only said that she hailed from Patna in Bihar, police said.

A case under sections 302 (murder), 201 (causing disappearance of evidence of offence or giving false information to screen offender) and 34 (common intention) of the India Penal Code has been registered at Fatehpur Beri police station in connection with the murder of the woman, they said.

The auto-rickshaw used in the commission of the crime has been seized, police said, adding further investigation in the case is in progress, the DCP said.

The preliminary probe has revealed that the accused took the woman along with them on the pretext of dropping her at a railway station.

It is suspected that the victim’s husband gave money to an acquaintance of his wife. It is also not clear where the woman used to go after leaving her husband’s house, police said, adding that these facts are being verified.

Owl Rescued From Parliament House By Wildlife SOS https://www.india.com/viral/owl-rescued-from-parliament-house-by-wildlife-sos-6207235/ Fri, 04 Aug 2023 18:33:58 +0000 https://www.india.com/?p=6207235 Barn Owl Rescue: A barn owl, found with an injury on its wing inside the Parliament building in New Delhi, has been successfully rescued by the Wildlife SOS Rapid Rescue Unit. The bird has been transferred to Wildlife SOS’ rescue facility and is currently under medical observation.

Vigilant staff members spotted an injured barn owl on a lawn inside the Parliament premises. The bird had fallen from a tree and was found with an injury on its right wing. Recognising the urgent need for assistance, the concerned individuals promptly contacted the 24-hour Wildlife SOS emergency rescue helpline (+91-98719 63535). Responding to the distress call, Wildlife SOS dispatched a team of experienced rescuers to the location.

The rescue team, equipped with the necessary gear, took the barn owl under their care. The owl was promptly transferred to the Wildlife SOS rescue facility for immediate medical attention and treatment. The organisation’s dedicated veterinary team is now working diligently to rehabilitate the injured bird and ensure its recovery.

Kartick Satyanarayan, Co-founder & CEO, Wildlife SOS, said, “For barn owls and other birds of prey, the ability to fly is essential for hunting and survival. An injured wing can make it difficult for them to catch prey or escape predators. Wildlife SOS’ rehabilitation efforts aim to heal the injured wing of the bird as much as possible, ensuring its eventual release into its natural habitat.”

Wasim Akram, Director-Special Projects, Wildlife SOS, said, “We are grateful to the rescue caller for contacting Wildlife SOS and showing empathy towards the bird. The Wildlife SOS Rapid Response Unit provides round-the-clock service across Delhi-NCR to rescue and relocate wildlife that is injured, in distress or caught in conflict situations.”

Barn Owl – Tyto Alba

The barn owl (Tyto alba) is the most widely distributed species of owl in the world and one of the most widespread of all species of birds, being found almost everywhere except for the polar and desert regions, Asia north of the Himalayas, most of Indonesia, and some Pacific Islands. It is also known as the common barn owl, to distinguish it from the other species in its family, Tytonidae, which forms one of the two main lineages of living owls, the other being the typical owls (Strigidae).

The Barn owl does not hoot but utters an eerie, drawn-out screech.

Barn Owls Facts

Barn Owls do not clean or chew on their food, they prefer to swallow it whole with the skin and bones still included. As a result, they cough out pellets of indigestible matter which is made up of the skin and bones of their prey that they just consumed.

Barn Owls place their nests in the holes of trees, cliff ledges and crevices, caves, burrows, and manmade structures such as barns, nest boxes, haystacks, and other buildings.

Barn Owls are nocturnal hunters as they have evolved to hunt in total darkness. They are able to do this because their wings don’t make any noise while they fly and they have remarkable hearing. They are capable of picking up the faintest of noises due to their uneven ears. Barn Owls can find prey underneath covers like grass and snow whilst flying in the air.

Like other owls, Barn Owls have ears placed at different levels on the side of their head. Since their ears face different directions, they can locate the source of a sound accurately without having to turn their head. The small cover of feathers over their ears also helps them in directing sound into their ears, thereby enhancing their already powerful hearing.

Their eyes have adapted to centuries of hunting in absolute darkness. They can find prey in the dark with their night vision with ease, making them a formidable predator at night.

Delhi Services Bill: What Is It And How It Changes Centre’s Dynamic With National Capital? https://www.india.com/news/india/explained-delhi-services-bill-what-is-it-and-how-it-changes-centres-dynamic-with-delhi-6204813/ Thu, 03 Aug 2023 16:42:15 +0000 https://www.india.com/?p=6204813 New Delhi: Union Home Minister Amit Shah will be presenting the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, before the Rajya Sabha today. The Central government had earlier passed the bill, which will replace an ordinance promulgated earlier for handling the transfers and postings of senior officers in the city government.

Popularly knows as the Delhi Services Bill, the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, empowers the Lieutenant Governor (LG) to exercise his sole discretion on several key matters including but not limited to transfers and postings of officials and disciplinary matters.

The BJP-led Centre and Delhi’s Aam Aadmi Party government have been at loggerheads in recent times over the control of services in the national capital.

Here are some of the key points of the Delhi Services Bill and how it will impact the Centre’s relationship with the Delhi government:

  • National Capital Civil Services Authority: For transfers, postings and other disciplinary matters related to bureaucrats, which has been the bone of contention between the Centre and the Delhi government—the National Capital Civil Services Authority (NCCSA) will be established.
  • Transfers and postings: The NCCSA will consist of the Chief Minister, Chief Secretary of Delhi, Principal Home Secretary of Delhi, and recommend transfers and postings of officers to the L-G. It will also make recommendations on disciplinary matters against erring officials to the Lieutenant Governor L-G.
  • Sole discretion of L-G: The bill changes the power dynamic between the Centre and the Delhi government as the L-G can now exercise his ‘sole discretion’ on key matters, including recommendations made by the NCCSA. The L-G is also empowered to summon, prorogate and dissolve the Delhi Legislative Assembly.
  • NCCSA recommendations: The NCCSA recommendations will be based on a majority and the L-G has the power to either approve the recommendations, ask for a reconsideration, or in case of difference of opinion on any of the aforementioned matters, the L-G’s decision will be final.
  • Authority: The bill also authorises the department secretaries to bring to the notice of the L-G, the Chief Minister and the Chief Secretary any matter that may bring the Delhi Government and the Centre at loggerheads. In such a scenario, the secretaries are not obliged to consult the concerned minister first and can directly bring the matter to the L-G’s notice.
  • Legislative matters: The bill empowers the L-G to have the final say on key legislative and administrative matters, thereby curtailing the powers of the Delhi government. Such matters include those affecting the peace and security situation in Delhi, matter affecting Delhi government’s relationship with the Centre, or any state government, the Supreme Court, or the High Court of Delhi and other authorities.
  • Delhi legislature: The bill empowers the President of India to appoint authorities, boards, commissions, statutory bodies, or office bearers for any law of Parliament related to the Union List, while the L-G has been granted similar powers with regards to the Delhi legislature when a matter falls in the ambit of State List.
  • Administrative importance: The bill deviates from its parent ordinance in several key areas. The ordinance had stated that any matter of administrative importance which the President or the Delhi CM consider necessary will be submitted to the L-G prior to issuing any order. However, as per the bill, only matters of administrative importance which the CM considers necessary must be submitted to the L-G.

Delhi Services Bill Passed In Lok Sabha Amid Opposition Walkout https://www.india.com/news/india/delhi-services-bill-passed-in-lok-sabha-amid-opposition-walkout-amit-shah-slams-opposition-6204588/ Thu, 03 Aug 2023 14:44:41 +0000 https://www.india.com/?p=6204588 New Delhi: Opposition parties staged a mass walkout from the Lok Sabha after the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, which will replace the centre’s ordinance promulgated for handling the transfers and postings of senior officers in the city government, was passed in the House on Thursday.

The Delhi services bill was passed after a nearly four-hour-long debate which was replied to by Union Home Minister Amit Shah.

Replying during the debate, Shah made it clear that the central government has the power to make laws on Union territories and Delhi, being a Union Territory, the Centre enjoys full rights to make rules also.

‘Opposition not interested in debate’

Shah said that opposition parties did not take part in the debate on any bill passed in the House and kept protesting on their demands over the debate on the Manipur situation. Pointing towards the opposition benches, he asked what has changed that they were taking part in the bill concerning Delhi.

“The opposition’s priority is to save their alliance. The opposition is not worried about  Manipur…Everyone is talking about the rights of a state. But which state? Delhi is not a state but a Union Territory…The Parliament has the right to make laws for Delhi…,” he said.

The Home Minister launched a scathing attack on the opposition for joining hands against the central government’s move to bring the bill and predicted that once the bill is passed, the opposition alliance will collapse.

‘AAP regime not-functioning within rules’

He alleged that the Arvind Kejriwal-led AAP government in Delhi has not been not functioning within rules and it is even not convening assembly session regularly. Shah claimed that the administrative arrangement in Delhi was working fine under Congress and BJP regimes until a new party came to power in the national capital in 2015.

Taking a veiled dig at AAP, he said the aim of the party is not to work for people but to “fight” with the Centre. He also targeted AAP and Delhi Chief Minister Arvind Kejriwal over alleged corruption in the renovation of bungalows.

‘AAP only here to fight, not serve’

“In the year 2015, a party came to power in Delhi whose only motive was to fight, not serve…The problem is not getting right to do transfer postings, but getting control of the vigilance department to hide their corruption like building their bungalows,” Amit Shah said.

Even the cabinet meeting of the Delhi government is not convened regularly, he said, adding that the bill is constitutionally valid and it is for the benefit of the people of Delhi.

Shah also asked the opposition parties to support the bill, saying it is for the welfare of the people of the national capital.

As the bill was being passed, members of several opposition parties walked out of the Lok Sabha as a mark of protest.

AAP member Sushil Kumar Rinku, who tore a copy of the bill and threw it towards the chair, was subsequently suspended by Speaker Om Birla for the remaining part of the Monsoon session for unruly behaviour.

During his address, Shah also said the government was ready for a discussion on the situation in violence-hit Manipur for as long as the opposition wants and that he would respond to it.

Bajrang Dal and Vishwa Hindu Parishad Stage Protests

The protestors hit the streets near East Delhi’s Nirman Vihar Metro station and Ghonda Chowk, raising slogans. Apart from these two places, demonstrations were also held near Subhash Nagar Chowk.

What led to clashes in Haryana’s Nuh on Monday?

Tensions gripped Haryana’s Nuh on Monday after clashes broke out during a religious procession by the Vishwa Hindu Parishad. The incident led to the death of six people, including two home guards, identified as Neeraj and Gursevak, and one imam, identified as Maulana Mohmmad Saad.

Meanwhile, mobile internet services were suspended till Wednesday (August 2) to contain the “intense communal tension”, the Haryana government said. Additional forces from neighbouring districts were dispatched.

A day after the clashes in Nuh, a mob on Tuesday set fire to a restaurant and vandalised adjoining shops in Gurugram’s Badshahpur. The mob ransacked shops belonging to a particular community and chanted “Jai Shri Ram” in front of a mosque in the area. The Badshahpur market was shut down following the violence.

Kejriwal Govt on Alert After Dengue Cases In Delhi Touch 5-year High in July, Advisory Issued https://www.india.com/news/delhi/dengue-arvind-kejriwal-govt-on-alert-after-conjunctivitis-cases-in-delhi-touch-5-year-high-in-july-advisory-issued-6196567/ Sun, 30 Jul 2023 10:40:46 +0000 https://www.india.com/?p=6196567 New Delhi: In a concerning development, the dengue number in the national capital has touched a five-year high in 2023 raising concerns of the authorities. According to the reports, a total of 187 cases were reported till July 22 – the highest for the period since 2018. On Sunday, Delhi Health Minister Saurabh Bhardwaj on Sunday said the Delhi government has directed officials to run campaigns regarding dengue in schools and among the common man to put a check on the spread of the virus.

“Hospitals will be made ready for dengue cases. I also had a discussion with the Municipal Corporation of Delhi (MCD) commissioner regarding the same today,” Hindustan Times reported quoting Bharadwaj. Last week, Doctors said that they are seeing a record surge in cases of conjunctivitis, commonly known as pink eye, as well as dengue in the national capital.

Dengue is a viral fever which is vector-borne and usually the cases increase after the monsoon season every year. The common symptoms include fever, retro orbital pain, severe headache, pain abdomen, vomiting and sometimes, diarrhoea.

“In our OPDs, nearly 20 per cent of patients having fever are suffering from dengue. While the patients currently are not sick to be hospitalised and many of them are being taken care of in the OPD itself, but some are needing admissions and also platelet transfusions,” Dr Ajay Kumar Gupta, Director, Internal Medicine, Max Hospital Vaishali, told IANS.

“There has been an approximately 10-12 per cent rise in the number of dengue patients coming to us,” added Dr Santosh Kumar Aggarwal, Sr Consultant – Internal Medicine, Marengo Asia Hospitals, Sector 16, Faridabad.

Dr Shuchin Bajaj, Internal Medicine, Ujala Cygnus Group of Hospitals, also said that the hospital is “getting more than average dengue cases per week this time, as compared to last year’s numbers”.

Steps Taken By Delhi Government To Check The Spread

  1. The government increased fines for mosquito breeding – Rs 1000 for households and Rs 5000 for commercial establishments.
  2. In a meeting held last week, it was decided to check the breeding of mosquito larvae in households through breedings checkers.
  3. The 1031 helpline, in addition to Covid-19 cases, has been designated to cater to dengue cases as well. Bharadwaj also said a 24×7 control room will be set up soon.
  4. Chief minister Arvind Kejriwal has asked the director of education to ensure the strict implementation of wearing full-sleeve clothes and full pants in schools as preventive measures.
  5. School students have been roped in to participate in the campaign to check spread. Children will be made responsible for spreading awareness and for checking their homes for stagnant water.
  6. A ‘Dengue Homework Cards’ has been asked to provide to the students to help monitor their homes. This report card to be made by the students has been made “mandatory” for all the schools in Delhi, the minister further said.
  7. ASHA workers, the Delhi Metro rail network and police have been asked to join the campaign against dengue.
  8. Delhi Metro has started making announcements at its stations to raise awareness.
  9. The government also urged people to avoid self-medication or buy over-the-counter drugs in case of a fever. “Aspirin, disprin, ibuprofen, which further thin the blood, should not be taken by a dengue patient. A doctor should be consulted in case of fever,” the minister cautioned.

How To Prevent Dengue?

To prevent the risk of dengue, the doctors suggested wearing protective clothes, using mosquito repellents, keeping the environment and surroundings clean, not letting water stagnate as mosquitos can multiply there, and keeping children protected.

Need Death Penalty For The Accused, Says Father Of Girl Killed By Cousin In Delhi’s Malviya Nagar https://www.india.com/news/delhi/need-death-penalty-for-the-accused-says-father-of-girl-killed-by-cousin-in-delhis-malviya-nagar-6193931/ Fri, 28 Jul 2023 18:15:25 +0000 https://www.india.com/?p=6193931 New Delhi: Father of a Delhi University (DU) student, who was allegedly killed with an iron rod, said his family demands death penalty for the accused. “We need the death penalty for the accused, nothing less. I had only one daughter. I won’t leave him,” the girl’s father said.

Earlier in the day, a 22-year-old female college student was found dead at a park in South Delhi’s Malviya Nagar. An iron rod was recovered near her body and there were injury marks on her head, indicating that she was attacked by the rod and was killed.

Girl Was A Graduate Of DU’s Kamala Nehru College

Notably, the girl had graduated from DU’s Kamala Nehru College earlier this year and was pursuing steno coaching lessons at Malviya Nagar area.

After the incident was reported, the man who was with the girl at the time of the crime was arrested by the police. He was a resident of Sangam Vihar.

Victim’s Family Disagreed With Marriage

As per the updates from the police, the duo were in a relationship but the victim’s family disagreed with their marriage. The girl then stopped talking to the boy after this, which was not taken lightly by him.

DCP South Chandan Chowdhary said that the victim arrived at the park near Aurbindo College with a friend and then the man had fled the spot but was arrested by the police.

“We received information that the body of a 22-year-old girl was found near Aurbindo College in South Delhi’s Malviya Nagar. An iron rod was found near her body. According to a preliminary investigation, the girl was attacked with a rod. Further investigation is in progress,” DCP Chandan Chowdhary was quoted as saying by news agency ANI.

Why She Was Killed?

“The incident took place inside the park. The deceased is a college student. She had come to the park with her friend. There are injuries on the deceased’s head,” the police officer added.

Police said the arrested accused has been identified as Irfan, who is a cousin of the deceased. He allegedly killed her for rejecting his marriage proposal,” the police said.

In the meantime, the officials told ANI that the incident is based on a love affair and denial of marriage as the accused is unemployed which allegedly led him to kill her.

What Police Say on The Matter

“This matter appears to be an outcome of a love affair and refusal of marriage proposal. The victim and the accused are cousins. The deceased’s family had earlier rejected his marriage proposal after coming to know that he was unemployed. Subsequently, the victim had also stopped talking to him,” DCP, South Delhi, Chandan Chowdhary said.

“After rejection, he fell into a state of depression as he felt that he would not be able to get married. Meanwhile, his younger brother’s marriage was being finalised. Following this he committed the crime today,” DCP Chowdhary said.

“The accused worked as a delivery boy and knew her schedule. He knew that place where the victim was taking stenography classes and that she offten passed through the area where the incident took place,” she added.

DCP said that the accused reached Vijay Mandal Park in Malviya Nagar at around 12 noon on Friday, and called the victim as he wanted to sort out their issue. “The two went to park, where the accused allegedly attacked the victim with an iron rod,” she said.

Earlier in the day, Police found the 22-year-old victim’s body on a bench at Vijay Mandal Park at Shivalik A block of Malviya Nagar. An iron rod was also found near the body and according to officials, the victim had injuries on her head.

Soon after the incident, the chairperson of the Delhi Commission for Women, Swati Maliwal, took to Twitter and wrote, “In a posh locality like Malviya Nagar, a girl was beaten to death with a rod. Delhi is extremely unsafe.”

“It doesn’t matter to anyone. Only in newspaper reports, the names of girls are changed, and the crimes do not stop,” she added.
